Abstract
This study examines the construction of the knowledge society in Arab countries by focusing on two central dimensions: scientific research and information production. It argues that the transition toward a knowledge society cannot be achieved merely through the consumption of technology or the circulation of information; rather, it requires the development of an endogenous capacity to produce, organize, and employ knowledge for scientific, economic, and cultural development. The study discusses key concepts related to the knowledge society, the information society, and knowledge production, then analyzes the theoretical and practical importance of scientific and technological research as a foundation for building knowledge capital. It also addresses sources of scientific and technical information, patterns of intellectual output, and the current state of scientific research in Arab countries, highlighting institutional weakness, limited funding, brain drain, weak scientific publishing, fragmented databases, and low indicators of innovation and research productivity. The study emphasizes the importance of Arabic language, technological infrastructure, national information policies, and Arab cooperation in establishing effective systems for producing and disseminating information. It concludes that building an Arab knowledge society requires comprehensive reform of education and research systems, stronger information infrastructures, support for research centers, encouragement of intellectual production, localization of technology, and the promotion of knowledge-sharing culture.
