Abstract

This research examines electronic publishing as one of the major transformations brought about by the information and communication revolution in the production, organization, and dissemination of knowledge. The study begins by explaining the shift from printed media to digital environments shaped by computers, the Internet, multimedia, and databases. It then presents definitions and forms of electronic publishing, emphasizing that the concept is not limited to converting printed texts into digital formats, but includes a complete system of authorship, editing, processing, storage, distribution, and retrieval. The research discusses the advantages of electronic publishing, including speed of publication, reduced cost, wider access, content updating, easier searching, and overcoming the limits of time and place, as well as its role in developing library services and information resources. It also examines the relationship between electronic publishing and libraries in terms of cataloging, collection development, user services, database subscriptions, and electronic journals. The study addresses key requirements and challenges, especially intellectual property rights, technical infrastructure, training, standards, and the digital divide in the Arab world. It concludes that electronic publishing is an essential scholarly and institutional necessity, but one that requires planning, legislation, and qualified human resources to support education, research, and community service.
