Abstract

This research examines electronic serials as one of the major transformations in information resources and library services. It situates electronic serials within the rapid development of communication technologies, the Internet, databases, and information networks. The study defines electronic information resources and electronic serials, distinguishing between different modes of access, including full text, abstracts, databases, publishers’ platforms, and library-based services. It highlights the importance of electronic serials for researchers and users by enabling faster access, overcoming spatial and temporal limitations, improving search and retrieval, and supporting linking, updating, and dissemination. The research traces the emergence and development of electronic serials, discusses their types, and analyzes their advantages for publishers, libraries, and users. It also addresses their limitations and challenges, including technological infrastructure, subscription costs, long-term preservation, connectivity problems, access control, and intellectual property rights. A particular focus is given to the problems libraries face in acquiring, organizing, providing, and promoting electronic serials, as well as training users to benefit from them effectively. The study concludes that electronic serials have become a central component of contemporary library services, while emphasizing the need for clear policies that balance print and electronic resources and ensure sustainable and equitable access to information.
