Abstract

This article explores the role of public libraries in cultural development through an analytical discussion that combines an assessment of the status of public libraries in the United Arab Emirates with an examination of their educational, informational, and cultural functions, as well as their relationship with modern communication technologies. The article reviews the organizational landscape of public libraries in the UAE and highlights disparities in geographical distribution, service quality, and institutional performance among libraries affiliated with federal entities, local authorities, and special bodies. It also points to the continuing need for broader expansion and more equitable cultural access across different regions. In addition, the article presents the Sheikh Abdullah bin Ali Al Mahmoud Library in Sharjah as a practical case study of a public library that sought to diversify its collections, services, and cultural programming in ways that strengthen its connection with the local community.

The article argues that the public library is not merely a repository of knowledge, but an active institution for lifelong learning, information access, reading promotion, heritage preservation, and cultural engagement through lectures, seminars, and community-based programs. It further rejects the assumption that libraries are in conflict with modern communication technologies, favoring instead a model of complementarity between libraries, computers, the internet, electronic books, and mass media. The study concludes that maximizing the cultural impact of public libraries requires sustained institutional and financial support, improved buildings and services, technological modernization, longer access hours, and stronger collaboration with educational and cultural institutions at both national and international levels.
