Abstract

This article addresses the problem of faltering scientific research in the Arab context, arguing that progress cannot be achieved through quick remedies but requires an integrated system involving translation, university reform, bibliographic databases, and research-supportive libraries. It begins by emphasizing the importance of translating global intellectual production into Arabic and translating Arab studies into other languages in order to correct stereotypes and strengthen cultural dialogue. The article highlights the experience of the United Arab Emirates in supporting translation, preserving identity, and promoting openness to others, linking these efforts to the need for universities capable of preparing graduates who can contribute effectively to development. It also discusses the need to strengthen scientific research within universities and provide bibliographic databases and electronic sources that enable researchers to access prior studies and specialized information. The article further examines challenges related to Arabic language instruction and traditional educational methods, calling for more transparent and interactive approaches that accommodate diversity through cooperative learning and literary response. It concludes that advancing Arab scientific research requires a comprehensive cultural, educational, and institutional vision in which translation, libraries, universities, and language work together.
