Abstract
This article examines library consortia as a major form of institutional cooperation among libraries and information centers in the digital environment, focusing on their role in enriching digital content and expanding access to information resources. It begins by defining library consortia and explaining the factors behind their emergence, including cost reduction, rising prices of electronic resources, and the need to share resources, services, and expertise. The article discusses the objectives and benefits of consortia, such as collection development, expertise exchange, interlibrary loan, cooperative cataloging, and wider access to databases and electronic journals. It also presents different types of library consortia and the growing need for them in the context of digital transformation, referring to Arab examples such as the Arabic Union Catalog in Saudi Arabia and database access through the Egyptian Universities Network. The article highlights key issues and challenges facing consortia, including cost, procedural delays, difficulty in measuring outcomes, sustainability problems, and legal and technical constraints. It concludes that successful library consortia depend on planning, governance, funding, standardized procedures, and partnerships capable of supporting Arabic digital content.
