Abstract

The study problem was defined as measuring the effectiveness of mechanisms for empowering and supporting human capital efficiency in cultural and creative industries within information institutions, drawing on human capital theory and a number of creativity theories. The sample consisted of 200 employees from the Bibliotheca Alexandrina and Sharjah Public Library. The findings revealed a marked advantage for Sharjah Public Library across all dimensions, particularly in the work environment, training, and autonomy. The Bibliotheca Alexandrina, by contrast, showed institutional gaps in areas such as training, motivation, and entrepreneurship. Institutional support emerged as the most prominent factor in strengthening creative competencies. The study recommended enhancing technological infrastructure and using digital platforms to support creativity and enable lateral thinking, while emphasizing the need for the Bibliotheca Alexandrina to review its training and organizational policies in order to achieve sustainable professional development.
