Abstract

This article examines the role of public libraries in supporting national, cultural, and local orientations, and links that role to their relationship with media, communication, and publishing in modern society. The text argues that the public library is not merely an institution for storing books, but a cultural and educational instrument that contributes to the formation of citizens, the strengthening of national belonging, the support of local culture, and the widening of access to knowledge. At the same time, it stresses the enduring centrality of the book despite the transformations brought about by audiovisual media and modern communication technologies.

The article also discusses the importance of the book as a knowledge medium whose value is not diminished by technological development, but rather placed in a complementary relationship with other communication media. It highlights the role of culture and reading in shaping personality and public awareness, and concludes that the flourishing of books and public libraries in the Arab world remains essential for supporting educational, media, and cultural services. The relationship between the library, publishing, and media is thus presented as part of a broader civilizational project grounded in knowledge and social development.
