Obstacles to Electronic Publishing in the Arab World

Abstract

This research examines the obstacles facing electronic publishing in the Arab world within the broader global transition from print to digital publishing. It discusses how this transformation has affected the book industry, the circulation of knowledge, and the roles of libraries, publishers, authors, and readers. The study shows that electronic publishing offers major advantages, including rapid access, easier storage and retrieval, and the ability to overcome geographical and temporal barriers. At the same time, it identifies several challenges, such as weak information infrastructure, high digitization costs, uneven user skills, limited Arabic digital content, and insufficient technical and legal standards. The research also addresses issues related to the quality of electronic resources, intellectual property rights, information privacy, cybercrime, and the digital divide between Arab societies and more technologically advanced contexts. It presents a wide set of recommendations, including updating legislation, unifying standards, building Arab databases, modernizing libraries, developing human resources, supporting translation and Arabic digital content, combating cybercrime, and expanding access to electronic knowledge resources. The study concludes that advancing electronic publishing in the Arab world requires an integrated institutional vision combining technology, legislation, education, and coordinated Arab cooperation.
