Abstract

This article examines the role of public libraries in cultural development by presenting them as community institutions whose mission extends beyond preservation and access to include awareness building, reading promotion, self-directed learning, and broadening access to knowledge in print, audiovisual, and electronic forms. It begins by outlining the concept and core functions of the public library, then analyzes the status of public libraries in the United Arab Emirates in terms of distribution, institutional affiliation, and service provision, while highlighting the need to strengthen their geographical presence and community reach.

The article also reviews a wide range of library services, including reading guidance, reference services, circulation, periodicals, children’s services, audiovisual services, and current-awareness activities. It argues that the effectiveness of these services depends on qualified staff, sound organization, updated collections, and easier user access. In addition, the article discusses the relationship between public libraries and modern communication technologies such as the telephone, fax, computers, e-mail, and the internet, concluding that these technologies complement rather than diminish the role of the public library. The study ultimately argues that maximizing the cultural impact of public libraries requires sustained institutional support, professional staff development, extended opening hours, technological enhancement, and stronger engagement with the wider community.
